Then it is time to reset your settings. You can do this three ways. First reset network settings for networking issues. Settings then General then Reset then Reset network Settings, You can also Reset All Settings. General then Reset then Reset All Settings. Finally if that fails back up your information and the you can Erase All Content and Settings. This will take a while and will erase everything.

If the issue persists:

Try restoring your iPhone, iPad or iPod Touch. You must do this in iTunes on your computer. make sure you have the latest version of iTunes installed and backup your information. This will take a while and will completely reformat your device. Any Software issues should be resolved in this manner.
