CEO of TM has resigned, AG has been replaced, the notorious Irwan Serigar has danced his way out of the Treasury, former PM is being investigated, Jamal Yunos’ jig is up, GST is now zero rated, BERNAS’ monopoly has ended, yet MCMC has not experienced a change in management in spite of us letting the cat out of the bag in Parts 1 and 2? It only seems bleaker as the Chiefs edge themselves closer and closer to you, YB Minister with hopes of absolution.
So the story goes that the Chairman who dilly-dallied, and at certain times, temporising was the one who groomed the little wolves resulting in all these scandals. The biggest sin he commits arguably is his inability of being firm and his inability to question his Chiefs’ wrongdoings. This is why it perplexes us that he is sweating bullets in fear while the rent seeking, sanctimonious, bumptious Chiefs are still smirking, unafraid, and unshaken. As the fruits of sins are shared to him with(out) his knowledge allegedly, the Chairman could only accept them in silence and pondering on the exit strategy to leave the MCMC with pride in his retirement journey, pretending the state of affairs is still hunky-dory in all disguise.
Meanwhile, we hear the Chiefs are banking on their subterfuge to LIE AND ENTHRAL you, YB Gobind in such a way they supposedly, diligently removed proof of wrongdoings when PDRM “visited” MCMC tower (Don’t ask us, ask YB Fadzil). We also heard they were attempting to find ways to deter attention from their evils because they assume YB Gobind was not as sharp as the world thinks he was. This absence of action caused us jitters because we know some of these Chiefs are hiding skeletons and rotting corpses in their ivory closets. This lack of action infuriates the mistreated licensees who weren’t at the receiving end of the Chiefs’ generosity and the victims of the CMA during the former ruling party’s reign.
Enough is enough! If nothing will change, we want to know why! We repeat this like a chant – We do not want revenge, we want justice!
[Reformist 1 slammed the door in frustration and let out an exasperated sigh. Reformist 2 noticed and asked “Why”. Reformists 3, 4, 5, 6, 7, 8, 9 and 10 turned to their oppo with frowns on their faces. “Nothing has happened! The suited dignitary is with the female ringleader!” screamed Reformist 1, with a hint of defeat in his voice. Apprehensively, Reformist 2 stood up, both hands trembling, the feeble voice uttered “We fight without fear, we fight not for self satisfaction, we are one”].
We were ready to nip this act in the bud because Raya is near and we were already on vacation. However, due to the unfolding of silent kerfuffles, we cannot let this go. YB Gobind, you should manage the expectation of your voters who have voted you into the government, and when you are not making changes in breakneck speed like your party peees, we are like a cat on a hot tin roof. Would you, YB Gobind, take some actions to manage our expectation, as these foul-smelling plagues have been so permeated in the air of the system?
This Part 3 was inspired by nights after nights of insomnia brought about by this startling thought that maybe you have been misguided by exaggerated statistics meticulously prepared by the Chiefs, or that you have been manipulated by this industry’s very own Dukun (Aduh mengapa, Hatiku kau lukakan, Merana jiwa, Hatiku sengsara ….. Have you watched the movie? We have not and we don’t intend to because this industry already has its own). Part 3 will act as a reminder to you YB, and the general public of the acts of deception that has befallen our industry. Stories supplemented with a list of illustrations of chronic hyperkyphosis — in the past and in the present.
1. The <Spectrum> Song (https://www.youtube.com/watch?v=5dczpjt5HLo)
MCMC’sllocation for spectrum being the invisible, finite and precious resource has always been the talk of the town. “Spectrum” – who will understand? Layman thinks it’s the spectrum of rainbow colours – hardly understandable. In simple terms, spectrum means invisible airwaves that are used to transmit data enabling us to read, talk, write, and watch through wireless communications technology. As Gollum said “My Precious”, thus the exorbitant price tag. Among others, spectrum is reserved for military communications or disaster relief purpose. According to the law book, MCMC opens tender for bidders to bid for spectrum ostensibly so that the best players get the best spectrum in all fairness.
However, in 2013, 2 x 20MHz spectrum band of 2400 MHz spectrum was “allocated” to the Tycoon SM’s co.: Alltell, forcing Moclec to work with them. Alltell and MCMC came out to defend themselves saying the allocation “golden band” was justified to grow the industry. Is Alltelll the right suitor to use the golden band, and has Alltell maximised the use of the spectrum? Why would MCMC need to justify when allocation is nothing unusual? Most commonly asked, “Who is Alltell?” Were the unclean hands of Chiefs / then Chairman be soaked in the mud hand in hand to “allocate” this band? Check their website! Shady co. places MCMC’s license like a lottery ticket as marketing gimmick so conspicuous at the homepage of its website.
Last year, 700Mhz spectrum was opened for tender. It was allocated for analogue television broadcasting, but will be available once more in 2019 for deployment of high speed mobile broadband services using LTE technology. (Ok, big words, say sorry, MCMC). The not so silent murmurs which encircle the industry indicated that some blocks have been reserved or pre-allocated for certain chosen ones. Don’t surprise since Sejarah Tingkatan 1 taught us history repeats itself, and such pre-allocation almost happened in 2010 then, but now maybe by a different hand. No wonder we eavesdropped that LTY is the “He-who-must-not-be-named” in MCMC. We never know, after the allocations have been announced, the title of “He-who-must-not-be-named” may have to be paraphrased to “They-who-must-not-be-named” in this GoT.
Bidders are willing to bid upwards with hundreds of m(/b)illions for these blocks because the spectrum is the life support for telco biz. So valuable yet so easily (maybe?) obtained with a discount in exchange for a few millions if you know the right
man woman womenperson who has hands in spectrum allocation and planning, in Malaysia and internationally. Unfortunately, this is not Alice in Wonderland, where everything is what it seems. The Chiefs which have influence over spectrum allocation in locally and internationally are best cohorts strategizing the unthinkable MO by sending their offspring into the right companies to get the right info to seal the right deal in the eyes of “competitive beauty contest”, well, perhaps. Then, like playing chess, pre-allocate the spectrum blocks through direct negotiation via meetings pre-tender. This contradicts with the core principles & basis of competition in the communications industry. Allowing select individuals to get away with this will only anger or perhaps frustration (since it was prolonged well known public secret) to the hardworking industry resulting in an asymmetrical playing field.
As the winners of 700 Mhz has yet to be announced, everyone was wondering if the Chiefs are sprinkling some magical spices into the cauldron? Will the history repeat that spectrum goes to the most certified balls-licker but not the best competitive bidders? With the new government, we are hopeful. But will the Chiefss do the right thing to ensure this before their supposed reshuffle?
2. National Feed-Lembu Plan
National Fiberisation Plan 2017 – 2019 was a plan to cover connectivity of areas where TM does not cover. For layman, fiber is cheaper, can connect faster and with more people, as compared to other back-end technology, e.g. cooper. (Fibers like those you consume in fruits, allowing the pass-through process easier, faster, smoother.)
The discussion began last year with the plan that the extensive BnT was supposedly to utilise their fiberised infrastructure to connect (albeit some non licensee co. also submitted their ROI mysteriously – not so unusual though, some come with a supporting letter from the highest up – that Sarawak’s solar scandal is an expected tradition to be managed). That time, discussion was good, the then Minister supported because allegedly wanted to break monopoly of MT (in hope). But, suddenly, this Jaring Lebar cut the queue. Like an unknown on a stage, Jaring Lebar barged in unannounced. The Jaring Lebar’s seats were warmed by the Chief Secretary of Malaysia and the then Secretary General of KKMM, and was appointed to work with BnT. The most absurd of all is Jaring Lebar is unknown to the industry, has little or no experience in rollout network, and but got the ultra-fiberised-connection to connect with MoF to get MYR1.5billion incentive as reported. Too bad some industry players with years of contribution to MCMC and commitments to connecting the country, will never experience such partial treatment.
Obviously, the civil servants are not well fed. The greed of taking a cut from the MYR10billion worth of last mile project is unfathomable at the brazen expense of and disservice to the rural and kampong’s folks. The Minister then came out and said it was encouraging to note Jaring Lebar – a so-called “private entity” is providing “private funds” to help the realisation of NFP. Now, the NFP fell through. Will it be revived in the interest of public, Mr Gobind? Something to ask your MCMC Chiefs about.
The then powerful Chief who led the entire project has not protected the interest of BnT and allowed interference from the atas. Why? Has he got any interest in it? Not forget to mention that the proof of concepts (POC) was “coincidentally” selected to be carried out at the constituencies of the then PM, DPM, UMNO Kelantan & Melaka Chief, and Sandakan. We know exactly how these areas are devaju-ly selected, it was without hesitation, purely needs based and very much apolitical.
3. The new term that all should be cautious of Regulatory Capture plus Traces of Political Influences

Reformist 2: How is that okay? Absence of balance and prejudice towards one political party is a disaster in the making! Check and balance! Independence of MCMC!]
It is not only the AGC or MACC that was, or is, influenced by our former ruling party. Traces of this influence is still evident through the preservation of 1 former GE13 “runner-up” Chief + sub-Chief dealing strategic communications of the then D-UMNO. Look at the reactive Twitter accounts managed by cyber troopers, put in place by the former ruling party, still active today. These are the Botwitter with stolen profile photos, defensive tweets over MCMC’s management within the same circle of friends (we know their funds are running out while we don’t ask for moneys). Ask the operators of which Chief/Chieftress coerced them into donating funds to D-UMNO for election campaigns! Look for interception in tender processes and awarding of USP contracts and spectrum allocation, all in the spirit of brotherhood in crime! Why so frequent the MCMC’s restructuring just to accommodate political refugees? Why is there hegemony of workforce and so little diversity? Why a specific minute chief is on constant mission to hunt these political “criminals” like hunters looking for dinner to slaughter!

Everything we have listed above is not new and not in any way exclusively to MCMC secrets. Any plain Jane or average Joe-hari can search the web for snippets of secrets we alluded. Fortunately for us and unfortunately for them, we know these criminals are thick-skinned. They are already plotting to betray each other and covering their arses. One Chief wants to start a coup d’état to put all blames on the unsuspecting alpha MCMC or the poor pitiful rank and file as scapegoats. One Chieftress is doing what she does best: finding many ways to spend much time with you, Mr Gobind, our honorable Minister with hopes of redeeming all her wrongdoings & sins, maaf zahir and batin, with no reservations of betraying the rest. One Chieftress knows her teammate’s praxis, so she may have allowed some accusations to slip her mouth. Poor ex-civil servant, this was not what he wanted! He should start defending himself lest history repeats itself and got ousted the way a former chairman was! For all we know, these Chiefs may obliterate each other before MACC even comes knocking. No one wants the guilty chiefs in MCMC! Why are they there? Are they so damn bad? No, we can name one mini chief who puts his nose to the grindstone and keeps his head down; unfortunately for him, he is caught in the crossfire.
These Chiefs play a cynical game inasmuch to allow private entities, even royal families to meddle around the holy shrine – CMA. These “funding” have swayed the minds of the greedy Chiefs to the devils and arrested their hands by leashes of corporate avarice. The regulatory functions of the Commission are “captured” by these Chiefs in the interest of themselves and supreme leaders at the expanse of public, hardworking licensees and MCMC’s substratum (Hello our friends in MCMC, have you all received your insentif? Or kena potong?). As adumbrated, we want MCMC or any authority to STOP shooting the messenger but investigate the veracity of these little snippets of stories. </span>
If you know anything about the wrongdoings of MCMC regardless you are members of public, licensees, non-licensees, ministry’s folks, MCMC’s siblings, MCMC’s ex staff, market analyst, secret spies, insiders, whoever, we urge you to SPEAK UP and ACT, but do it the right way! Do the right thing, submit honest statements drenched in truth to MACC discreetly for the good of your country, be fearless once for your lifetime.
We also want to caution the Harapan-ful public not to anchor so much hope in Pakatan Harapan (Promise this is not Najib’s writing) and the party’s MPs because we have seen nothing yet and our biggest fear is that we never will. In any event, we shall prolong our hope for a little while longer, after all we have a lot of faith in YB Gobind, maybe change is real after holiday.
